Well, I only made the map and the few related research to be able to elaborate it so I can't tell you why the Île de Sable is blacked out in GE. I don't remember if it was the case in 2009 when I created the map. What I understood is that this “island”, as well as the other ones in the West (Chesterfield, etc.) are really low above sea level and might be more considered as emerged parts of the surrounding reefs than real islands. Because of that, for the best I know, there's no construction on them and may be not even vegetation. May be this “island” is now under shallow waters and there is no up-to-date imagery which could explain it was blacked out. For sure it isn't for strategic matters because we can for example see the full view of the base of the French strategic submarines in the west of France.
By the way, there are several French islands called Île de Sable through the world.
